Food Stamps Debate to Reach House Ag Committee:  As you may be hearing from our national partners and other networks you are part of, the Agriculture Committee in the House is moving on the food stamps provision of the farm bill very soon.  The Senate will follow later this summer.

Legislation has been proposed to strengthen the Food Stamp Program.  In the House, Feeding America’s Families Act, HR 2124 (McGovern/Emerson) and in the Senate,  Food Stamp Fairness and Benefit Restoration Act, S 1529 (Harkin/Lugar).  Please urge California’s representatives and Senators to sign-on as co-sponsors of these initiatives to improve the Food Stamp Program in the Farm Bill.

President Releases '08 Federal Budget Proposal:   On Monday, February 5th, President Bush released his 2008 Federal Budget Proposal.  CFPA staff took a quick look at the proposal and provides the following quick and dirty analysis (click here).  Note many of the proposals discussed in this analysis were released in USDA's Farm Bill Proposal on 2/1 (see below). 

USDA Releases Farm Bill Proposal:  On February 1st, the U.S. Department of Agriculture released it proposal for the 2007 Farm Bill.  As a broad statement of Agricultural policy, the reviews have been mixed.  As a statement on nutrition policy, the proposal has been not been well received.  The Food Research and Action Center (FRAC) captures  the disappointment over a failure to invest in the food stamp program in this statement:  http://www.frac.org/html/news/013107farmbill.html

Senate Committee Hearings on Nutrition and the Farm Bill:  On January 31st the Senate Agriculture, Nutrition and Forestry Committee heard testimony on the role of federal nutrition programs.  As you will, see there were a number of panelists.  You can hear a replay of the hearing here.  You may also want to read the comments of Bob Greenstein of the Center on Budget and Policy Priorities.  You can read Bob's comments here.

 

Food Stamps and the 2007 Farm Bill

The Food Stamp Program in California does so much to improve nutrition.  The 2007 Farm Bill provides an opportunity for the program to do more. 

The Farm Bill sets policy in a number of areas, including agriculture, conservation, and nutrition.  How the Food Stamp Program is to continue is directed by the Farm Bill.  CFPA has put down some initial thoughts on the opportunity the Farm Bill provides and on some potential themes for food stamp advocacy.

What are we asking California’s Congressional Delegation to do in the Farm Bill?

u     Make food stamps work for more working families.

u     Ensure that food stamp benefits are adequate to support a healthy diet.

u     Build stronger links between food stamps and other health programs, especially Medicaid.

u     Better utilize the Food Stamp Program in improving public health.
